Rep. Regina Barrow, D-Baton Rouge, failed to persuade a reluctant House committee Tuesday to support her House Bill 480 to require merchants to request a photo ID from during a transaction in which a debit or credit card is being used.
When the House Commerce Committee started picking apart her bill, Barrow asked that the measure be deferred until a later date to work on possible changes. Barrow said the bill was designed to protect consumers who may have lost a credit card from being victimized by a thief intent on running up charges.
"This is a step in the right direction but I don't know if you need an ID for a debit card transaction," said Rep. Helena Moreno, D-New Orleans, a member of the panel. "You have the PIN number."
Rep. Major Thibaut, D-New Roads, said that the person could be using his or her own photo ID and still be using a stolen credit card. When lobbyists for American Express and the National Federation of Independent Businesses testified against the bill, Barrow asked that committee to stop hearing the bill and that it be voluntarily deferred until a later date.
