have prohibited vendors from charging a special fee to customers who
use credit or debit cards instead of cash. House Bill 344 by Rep.
Michael Jackson, I-Baton Rouge, was aimed at the practice of some
retailers and service providers who add charges for consumers who
purchase with cards. The bill would have helped low-income individuals
using government-issued cards for certain services as well as consumers
in general, although few establishments demand the fee. The bill failed
by a vote of 48-50.
