The hospital has a proposition on the April 21 ballot to ask voters to borrow $15 million for a variety of improvements, including the new primary care center, using an existing 3.16 mill property tax.
A news release from the hospital released Monday said the property could be part of a 1,200 acre "town center" development.
"Proposed concept plans for phase one also encompass a retail marketplace, a business incubator and distribution hub, a corporate innovation quarter and residential development with a range of housing types that reflect local architecture. The development will be a catalyst for new businesses and residents in the area, " the hospital's news release said.
The release contained no details about the nature of the discussions with the foundation.
